A deepening leadership rift leaves routine town business at a standstill

A regularly scheduled Chadbourn Town Council meeting ended almost immediately Tuesday night after half of the board failed to attend, preventing the town from reaching a quorum and forcing an adjournment after only six minutes. Mayor Phillip Britt said he received word just before the meeting began that multiple commissioners would not be present, leaving the council unable to take up any items on the agenda.

A Meeting That Never Truly Began

Only a portion of the council arrived for the session, and with no quorum, Britt opened the meeting briefly before closing it. One of the absent members was Mayor Pro Tem Tony Jordan, whose recent actions have contributed to escalating tensions within town leadership. Britt emphasized afterward that he intends to continue following proper parliamentary procedure in all meetings.

Part of a Larger Pattern of Turmoil

The abrupt end to Tuesday’s meeting is the latest in a series of governance breakdowns that have left Chadbourn without key staff and with a fractured council.

  • Weeks earlier, Jordan called a special meeting to discuss personnel matters. Britt walked out, saying the meeting was not set up according to required policy.
  • In February, an emergency meeting called by Jordan without notifying the mayor or town manager led to a heated confrontation. The town attorney and town manager both left their positions following that session.

These incidents have raised concerns about internal divisions, adherence to procedure, and the council’s ability to govern effectively.

Consequences for Town Operations

With repeated disruptions, Chadbourn faces mounting challenges:

  • Routine business is stalled.
  • Staffing instability continues after the loss of the town manager and attorney.
  • Residents are left without clear communication about when normal governance will resume.

Britt has publicly reassured residents that he will continue to follow Robert’s Rules of Order and expects the same from the rest of the board.

The council must now determine when it can reconvene with enough members present to conduct business. The ongoing absence of key board members raises questions about whether the dysfunction will continue into future meetings.
