RALEIGH — The North Carolina State Board of Elections has approved new rules that will allow the state to compare the citizenship status of every registered voter against federal immigration databases, a process that could lead to the removal of non‑U.S. citizens from the voter rolls.

The policy, adopted last week, outlines how county boards must verify information and notify voters before any registration is canceled. Officials said the checks will rely on data provided through federal agencies, including immigration and naturalization records.

Under the new rules, a voter cannot be removed until:

  • The state receives a federal match indicating the person may not be a U.S. citizen
  • County officials conduct a secondary review
  • The voter is notified and given an opportunity to respond
  • A formal hearing is held if the voter contests the finding

State elections officials emphasized that the process is designed to prevent erroneous removals and ensure that only eligible voters are affected.

The timeline for when the checks will begin has not been announced, but the State Board said counties will receive instructions and training before implementation.

The move comes as election administrators statewide continue preparations for the 2026 election cycle.
