Madison Street Park Advances as Amphitheater Construction Nears; Stormwater Upgrades Take Shape

City of Whiteville, NC — Work continues at Madison Street Park as the project moves into its next phase and crews prepare to begin construction on a new amphitheater. The downtown site, once an underused gravel lot, is being reshaped into a public space designed to support community events while improving how the area handles stormwater.

City officials reaffirmed that the park is a phased project. Phase One is underway, with future phases scheduled as grant funding becomes available. According to an April 24, 2026 project update, the work requires no financial investment from the City of Whiteville. Each phase will add new features, including landscaping and amenities that will mature over time.

A detailed stormwater plan shows how the redesigned site manages runoff using more than a dozen inlets and catch basins, filtration points, and underground pipes that direct water into a central wet pond. The pond slows and treats stormwater before it flows through a controlled outlet toward Souls Swamp.

While the system is not intended to address flooding across the city, it is designed to improve drainage and function on this specific property, which has historically struggled with pooling and runoff.

Site clearing and groundwork have already been completed, and active construction continues to shape the park’s layout. The upcoming amphitheater will add a new gathering space for performances and community events, further anchoring the park within the city’s downtown improvement efforts. All construction is being completed by qualified professionals, and the city says it appreciates residents’ patience as the project progresses.

The city describes Madison Street Park as a long‑term investment in Whiteville’s future. Additional updates and progress photos will be shared as new phases move forward.
