Environmental Services tip leads to recovery of multiple dogs; case remains active

LONGS, SC — Horry County Police Department says several individuals have been charged following a months‑long investigation into alleged animal abuse at a property in the 3000 block of Rainbow Drive in Longs.

According to HCPD, the case began when Horry County Environmental Services received a tip from an anonymous community member. Between April 23 and May 26, investigators conducted an extensive review of reports involving alleged neglect and abuse of animals at the location.

During the investigation, officers safely recovered multiple dogs from the property.

HCPD reports the following individuals have each been charged with conspiracy/criminal conspiracy. All defendants are presumed innocent unless proven guilty in a court of law:

• Jachym Ni’Yan Evans, 20 • Themontres Malik Livingston, 24 • Jemar Dwight Chestnut, 44

The South Carolina Law Enforcement Division assisted HCPD throughout the investigation. A North Carolina‑based dog rescue organization will provide care for the recovered animals.

The investigation remains active, and additional charges are likely as officers continue reviewing evidence. HCPD expressed appreciation for the teams and animal‑welfare partners involved, noting their ongoing efforts to prioritize the safety of the animals.
