County Finalizing Development Agreement for Highway 31 Southern Extension

Horry County, SC — Horry County officials are moving toward final approval of a development agreement that would support construction of the southern extension of S.C. Highway 31, according to county records and planning documents.

The agreement involves the Pine Ridge tract, a large property positioned along the proposed corridor between Highway 707 and the Highway 17 Bypass. County documents show the developer would be permitted to build up to 2,000 homes under the updated terms. Earlier approvals allowed higher density, but the revised agreement reduces the total number of units.

In exchange, the developer would participate in funding mechanisms tied to the roadway project. County staff reports outline contributions through permit‑related fees, transportation improvement district participation, and other cost‑sharing measures intended to offset expenses associated with building the connector.

Maps and alignment documents included in council packets show that a significant portion of the planned Highway 31 extension would run through land controlled by the developer. That alignment reduces the need for county‑funded right‑of‑way acquisition and allows the road to be built in coordination with the surrounding residential development.

The agreement has already appeared on multiple Horry County Council agendas and has advanced through required readings. A final vote will be scheduled once the development agreement is fully prepared for council action.

County transportation planning materials describe the Highway 31 southern extension as a long‑term mobility project intended to relieve congestion and improve connectivity for fast‑growing areas near Socastee, Surfside Beach, and Carolina Forest.
