Lawsuit claims Belville improperly expanded town limits under North Carolina law

Brunswick County, NC — The Town of Leland has filed a lawsuit claiming two annexations approved by the Town of Belville in 2024 and 2026 violate North Carolina law.

The complaint, filed June 26, argues the parcels Belville annexed sits closer to Leland’s primary corporate limits than to Belville’s, conflicting with NC General Statute 160A‑58.1, which governs satellite annexations. Leland also says Belville incorrectly labeled the 2026 Chappell Loop Road annexation as contiguous, even though the property does not touch Belville’s existing boundaries.

Leland is asking the court to void both annexations. Brunswick County is included in the suit because county mapping systems had already reflected Belville’s annexation actions.

Belville has not yet filed a response.
