HORRY COUNTY, SC — Horry County officials have released new details on the Rural Civic Center project, highlighting updated renderings and outlining the next steps as planning and design work continues. In a letter to residents, County Manager Brandon Wagner, P.E., said the project remains on schedule and is expected to break ground around this time next year.
The latest design update showcases several major features planned for the facility, including an indoor arena, a fairgrounds midway, and a covered warm‑up arena connected to a 200‑stall barn. Wagner said the center is being designed as a versatile destination capable of hosting concerts, rodeos, livestock shows, conventions, expos, community celebrations, and other large‑scale events.

The fairgrounds midway will provide space for festivals, farmers markets, craft fairs, and family‑friendly entertainment. County officials say these activities will create opportunities for local farmers, artisans, and small businesses to engage with the public and benefit from increased foot traffic.
In addition to entertainment and tourism, the Rural Civic Center is expected to play a significant role in public safety and emergency preparedness. Current plans include a National Guard Readiness Center and a vehicle marshalling area to support emergency management operations. Wagner said these components will strengthen the county’s ability to respond quickly and effectively during natural disasters and other emergencies.
County leaders describe the project as a long‑term investment in Horry County’s future, with anticipated benefits including increased tourism, economic activity, and expanded opportunities for community gatherings. The facility is intended to serve as a welcoming space where residents can learn, celebrate, compete, and connect.
According to Wagner, the design team is now finalizing technical details. The permitting process is expected to begin around the start of the new year. Over the next month, the county will also begin selecting a Construction Manager at Risk (CMAR) firm to oversee the construction phase.
