Search warrants in Cumberland and Hoke counties uncover stolen trucks, trailers, and evidence of a rental‑fraud scheme tied to thefts across the Carolinas
BRUNSWICK COUNTY, NC — A large‑scale, multi‑agency investigation led by the North Carolina State Bureau of Investigation has resulted in the recovery of more than $630,000 in stolen commercial vehicles and the arrest of two men accused of participating in an organized theft and rental‑fraud operation spanning multiple counties and two states.
SBI Special Agents executed coordinated search warrants Wednesday at properties in Hope Mills and Hoke County. Investigators recovered two motor vehicles, six semi‑trucks, and three trailers believed to have been stolen from locations across North and South Carolina. Authorities say dozens of additional vehicles connected to the scheme remain missing.
According to investigators, suspects allegedly stole commercial trucks, altered VINs and license plates, and then rented the vehicles to unsuspecting individuals and businesses.
Arrests and Charges
Andre David Horace Jumpp, of Hope Mills, is charged with 2 counts of felony breaking and entering – 2 counts of felony larceny of a motor vehicle
Prince Leon Raymond Betts, of Raeford, is charged with 2 counts of felony breaking and entering – 2 counts of felony larceny of a motor vehicle – 2 counts of possession of a firearm by a felon – 1 count of possession of a stolen motor vehicle
SBI Director Chip Hawley said the operation highlights the strength of coordinated law‑enforcement partnerships. “This operation demonstrates the impact that coordinated local, state, and federal partnerships can have in disrupting organized vehicle theft and protecting the public,” Hawley said. “We will continue to follow every lead to identify additional suspects, recover additional stolen property, and hold those responsible accountable.”
The investigation was first identified and initiated by the Brunswick County Sheriff’s Office before expanding to include multiple agencies.

The investigation remains active, and additional charges are expected as authorities continue to recover stolen property and identify others involved. Brunswick County Sheriff Brian Chism praised the teamwork behind the operation, noting the significant recovery of property for victims across both states.
