Horry County Moving Planning, Zoning, and Code Enforcement to Online Self-Service Portal

CONWAY, SC — Horry County officials have announced a major digital upgrade aimed at streamlining the local development and building permit process. Beginning June 2, 2026, the Horry County Planning & Zoning Department, along with Code Enforcement, will officially transition to a new online Customer Self Service (CSS) system.

The shift marks a significant modernization effort by the county to provide a centralized digital hub for residents, contractors, and developers. Under the new system, the entire workflow for land use and construction will live online. Applicants and county staff will use the CSS portal exclusively to submit development plans and receive reviewed documents, while builders and homeowners will be required to apply for all building permits through the same interface.

County officials state that the new process is designed to add a higher level of convenience for submitters, offering real-time tracking so users can monitor the exact progress of their plans and permits. While the system officially goes live on June 2, the portal is open now for early registration.

County officials are encouraging frequent applicants, contractors, and interested residents to create an account ahead of time to familiarize themselves with the new layout before the mandatory changeover.
