Carolina Beach officials have confirmed that the town experienced two separate cyber theft incidents in December 2025, resulting in the loss of nearly half a million dollars. Town leaders reported that both incidents occurred in December, and the losses were identified during internal financial reviews. The fraudulent transactions were reported to law enforcement once they were discovered.
The Carolina Beach Police Department has opened an active investigation into both thefts. Police officials stated during public meetings that the case involves multiple agencies and is connected to a larger cybercrime investigation occurring outside North Carolina. Investigators have not released operational details, and no suspects have been publicly identified.
Town officials also confirmed that the Federal Bureau of Investigation is assisting in the case. According to information shared during council discussions, the FBI has indicated that the theft has international elements. The agency has not issued a public statement or provided additional details.
In response to the breach, the town has begun implementing cybersecurity recommendations provided by the North Carolina National Guard’s cyber unit. Officials removed a public‑facing computer terminal identified as a potential security risk and initiated a broader review of digital access points and financial controls.
Officials have not disclosed how the intrusion occurred, whether employee credentials were compromised, or whether any portion of the stolen funds has been recovered. Insurance coverage and reimbursement status have also not been addressed publicly. The investigation remains active.
