(Update) Bolton Opens 2026 Community Development Block Grant Application Window

Update: Chip Bartlett will be available to assist residents with the application process on Tuesday, July 14, at the Bolton Town Hall, 221 9th Street, from 2:00 p.m. to 4:00 p.m. This grant is limited to homeowners located within the Town of Bolton city limits.

BOLTON, NC — The Town of Bolton, in partnership with the Cape Fear Council of Governments, officially opened its application window for the 2026 Community Development Block Grant – Neighborhood Revitalization (CDBG-NR) program on July 7. Residents seeking assistance for housing and neighborhood improvements have until August 7 at 5:00 p.m. to submit their applications.

​Administered by the state’s Rural Economic Development Division (REDD), the CDBG-NR program provides competitive funding to assist communities in addressing critical housing needs. If the town’s grant application is successful, funds will be directed toward owner-occupied housing rehabilitation, housing reconstruction, and the demolition of vacant, dilapidated residential structures.

​Local officials note that while the application process is now open, submission does not guarantee funding. The program is highly competitive, and final project approval rests with the State of North Carolina.

​Eligibility and Requirements

​The town has outlined specific criteria for applicants based on the type of assistance requested:

  • Owner-Occupied Housing: Applicants must own and reside in the property as their primary residence. Requirements include meeting income guidelines, remaining current on all county and town property taxes, and submitting a complete application with verified income documentation. Participants must also consent to an on-site property assessment and inspection.
  • Vacant Structure Demolition: Applicants must submit a Voluntary Interest Form and provide documentation verifying ownership of the structure. Income documentation is not required for demolition activities, though an on-site assessment is mandatory.

​Following the close of the application period, the Housing Selection Committee will review all submissions using objective criteria. Factors influencing the final selection include household income levels, housing conditions, special population considerations, and overall community priorities.

​​July 7 through August 7, 2026: Application and Voluntary Interest Form submission period.

August through September 2026: Application review and on-site property assessments.

Late Fall 2026: Submission of the final grant application to the state funding agency.
