Projected Grocery Anchor and Retail Center Aim to Anchor Rapid Residential Growth Near Government Complex

BOLIVIA, NC — A significant commercial development is moving through the planning process, targeting a 30-acre site directly behind the existing Dollar General at 3685 Old Ocean Highway. The proposal aims to establish a central retail and service node to accommodate the rapid residential growth surrounding the county’s government complex.

Planned Amenities at the heart of this rezoning request includes a 50,000 sq ft. grocery store anchor, which would serve as the primary supermarket for the central Brunswick corridor. Accompanying the grocery store are plans for approximately 20,000 square feet of retail and restaurant space, alongside dedicated parcels for professional and medical offices.

The site is designed to provide essential retail and professional services to the heavy influx of new residents in the Bolivia area.

Due to the high volume of traffic typically generated by grocery anchors, the project is currently undergoing a rigorous Traffic Impact Analysis (TIA). Requirements for approval are expected to include: Dedicated Turn Lanes: New left and right-turn lanes on Old Ocean Highway and Galloway Road.  Intersection Upgrades: Potential signaling or roundabout installation at the Galloway Road junction. Pedestrian Connectivity: Sidewalk and greenway links to the adjacent Government Center.

The request was a key item during the February 9, 2026, County Planning Board cycle. It was not presented for a final vote at the February 16 Board of Commissioners meeting, as officials await final NCDOT mitigation plans and engineering refinements. The proposal is tentatively expected to appear on the March 16, 2026, Commissioners’ agenda for a final legislative decision.
