Federal shift to automatic registration in December does not signal a return to the draft.

A new federal policy will automatically register all male residents between the ages of 18 and 25 for the Selective Service starting in December 2026. This shift replaces the long-standing system that required individuals to manually sign up upon turning 18. The change was authorized by the Fiscal Year 2026 National Defense Authorization Act (NDAA), which was signed into law in late 2025.

Under the updated law, the Selective Service System (SSS) will no longer rely on individual action. Instead, the agency will identify and enroll eligible men by integrating with existing federal data sources, primarily:

The Social Security Administration: Accessing records of all individuals issued a Social Security Number.

The Department of State: Utilizing passport and visa application data.

The Department of Homeland Security: Identifying non-citizens, including legal permanent residents, refugees, asylees, and undocumented immigrants, as federal law requires virtually all male inhabitants in the age bracket to be registered.

Officials emphasized that this administrative change does not reinstate the military draft. The United States remains an all-volunteer force; a draft can only be triggered if Congress passes specific legislation and the President signs it into law – a process that hasn’t occurred since 1973.

The Selective Service System states the move is designed to modernize a legacy system, improve the accuracy of the database, and save taxpayers millions in administrative costs. It also addresses a sharp decline in registration rates that began in 2022 after the registration question was removed from federal student aid (FAFSA) forms.
