Leland, NC — Leland’s long-term growth along the U.S. 74/76 corridor continues to take shape as town leaders have approved a development agreement tied to a major mixed‑use project planned near the Compass Pointe community. The action follows the town’s April annexation and zoning of roughly 150 acres positioned along the highway, marking a significant step in the area’s transition from rural land to a structured residential‑and‑commercial district.
The property, petitioned for voluntary annexation earlier this year, includes multiple tracts associated with WGTRACT6 LLC and WGTRACT10B LLC, entities linked to Dominion Land Group. Public planning documents show the site includes approximately 83 acres identified as “Seaward Pointe,” with the remainder designated for a combination of residential, commercial, and conservation uses.
During the annexation and zoning process, the applicant—represented by attorney Sam Franck—submitted conceptual plans outlining a blend of multi‑family housing, townhomes, single‑family homes, and commercial development. Proposed commercial uses include a shopping center, convenience retail, and other highway‑oriented businesses. Portions of the site are reserved for conservation and stormwater management.
The Town of Leland’s approval of a development agreement establishes the long‑term framework for how the project will be built over the coming decades.
Under North Carolina law, development agreements allow municipalities and developers to define infrastructure responsibilities, phasing, transportation improvements, and utility extensions for large projects expected to build out over many years. These agreements typically span up to 25 years and require a public hearing before adoption.
Engineering materials submitted to the town list Civil & Environmental Consultants, Inc. as the engineering firm and Cambridge Properties, Inc. as the development partner. The project’s location along a major regional corridor places it within an area already experiencing rapid residential and commercial expansion, including growth tied to nearby Compass Pointe and other developments along U.S. 74/76.
Town officials have emphasized that development agreements help ensure predictable infrastructure planning as Leland continues to grow. The agreement now in place provides the regulatory structure for the multi‑phase project to proceed through future site plan reviews, permitting, and construction.
