Multi-phase infrastructure effort to break ground this September, focusing on drainage, underground utilities, and community amenities.
GARDEN CITY, SC — Residents and visitors will soon see significant changes to the coastal landscape as Horry County prepares to launch Phase One of the long-awaited Garden City Streetscape project. Following years of planning and the receipt of a formal Notice to Proceed in April.
Horry County engineering officials have confirmed that construction is officially scheduled to begin this September.
The project, which seeks to modernize the area while addressing critical resilience concerns, focuses on the corridor along Waccamaw Drive and Atlantic Avenue. Key infrastructure upgrades include the transition of overhead utility lines to underground systems, substantial drainage improvements designed to combat high-tide flooding, and efforts to boost local water quality.
Beyond essential utility and drainage work, the project includes several community-focused enhancements. Planned additions include the construction of new pedestrian sidewalks, the installation of updated roadside landscaping, a new playground along Atlantic Avenue, a dedicated staging area for food trucks, and expanded paved parking facilities.
Phase One is specifically slated for Waccamaw Drive, spanning from the Georgetown County line to Magnolia Avenue, as well as the section of Atlantic Avenue extending from Waccamaw Drive to the marsh.
With pre-construction requirements and permits now secured, the coming months will be dedicated to final logistics. Project staff, utility providers, and contractors are set to meet throughout the summer to synchronize construction schedules and finalize preparations for the upcoming work.
