WHITEVILLE — The Columbus County Board of Commissioners will meet Monday, April 6, 2026, for a full agenda that includes a major public hearing on the next phase of the Cottonwood Planned Unit Development, a request from Lake Waccamaw to subcontract EMS services, multiple departmental approvals, and action on the demolition of the former Board of Elections building.
Commissioners will begin the evening with a 5:30 p.m. closed session under attorney‑client privilege before reconvening for the 6:30 p.m. regular session.
Public Hearing: Cottonwood Phase III PUD
At 6:30 p.m., or as soon as it can be heard, commissioners will hold a public hearing on Phase III of the Cottonwood Planned Unit Development District (PUD).
Planning Director Bridgette Spann is requesting approval of the new phase, which includes updated plans and development details. The board will vote on the proposal immediately following the hearing.
Tribute to Buckhead Fire Chief Elton Ray Jacobs
Commissioners will present a memorial plaque honoring Elton Ray Jacobs, the late Fire Chief of Buckhead Fire and Rescue. The recognition appears early in the meeting following public input.

County Manager Eddie Madden will recognize Mickie Nance of the Finance Department as the April Employee Spotlight recipient.
Child Abuse Prevention Month Proclamation
Department of Social Services Director Dwella Hall will request adoption of the April 2026 Child Abuse Prevention Month Proclamation, continuing the county’s annual observance and awareness efforts.
Lake Waccamaw Requests Approval to Subcontract EMS Services
Lake Waccamaw Mayor Greg Jacobs will appear before commissioners seeking authorization for the town to subcontract Emergency Medical Services to Whiteville Rescue.
Sheriff’s Office: Free Rabies Clinics
Sheriff William “Bill” Rogers is asking the board to approve two free rabies vaccination clinics for Animal Protection Services:
- April 2026 – Gurganus Feed and Grain, Whiteville
- May 2026 – Brown’s Outdoor Supply
Housing Authority: FY 26/27 Annual Plan
Housing Authority Director Rebecca Tyson will present the FY 26/27 Public Housing Authority (PHA) Plan, which outlines operational policies and procedures for the coming year.
Demolition of Former Board of Elections Building
Facility Services Director Stuart Carroll is requesting approval of the lowest qualified bids for asbestos abatement and demolition of the former Board of Elections building at 50 Legion Drive. Funding comes from a SCIF allocation that expires June 30, 2026.
Recommended bids include:
- Enviro Assessments East – Asbestos abatement – $27,390
- Noble Work – Demolition – $30,837
Planning Department: PUD Fee Increase
The Planning Department is also requesting approval of an amended fee schedule for Planned Unit Developments, raising the final plat fee from $10 to $15 per lot.
Finance: Credit Card Policy & Budget Amendments
Finance Director Heather Woody will present two major items:
1. Second Reading of New Credit Card Policy
Part of the county’s purchasing policy overhaul
2. Budget Amendments & Requisitions
Requests include:
- Maternal Health – $5,199
- Family Planning – $10,437
- Communicable Disease – $6,000
- ARPA Public Health – $8,845
- Child Health – $380
- Whiteville High School Parking Lot (Lottery Funds) – $88,702
- Columbus County Schools Pre‑K–8 (Lottery Funds) – $0

Commissioners will consider several appointments and reappointments, including:

Water & Sewer Districts Meeting
Following the regular session, commissioners will recess and reconvene as the Water and Sewer Districts I–V Board.
Items include:
- Approval of March 16, 2026 combined minutes
- Approval of a $20,000 administrative contract with McAdams and Associates LLC for the Beaverdam Road Water Line Extension Project, funded by a $500,000 SEID Grant
