Boiling Spring Lakes Starts Refill of Upper Lake After Final Dam Approval

BOILING SPRING LAKES, NC — The City of Boiling Spring Lakes has received the Certificate of Final Approval to Modify Upper (Allen Creek) Dam from the North Carolina Department of Environmental Quality’s Dam Safety program, clearing the way for the Upper Lake to begin refilling.

Upper Lake Dam had been unusable for nearly eight years, following its failure during Hurricane Florence in September 2018. The storm caused multiple dam breaches across the city, leaving Upper Lake dry and the structure out of service until reconstruction and safety certification were completed this summer.

City staff conducted a follow‑up inspection of the dam site and closed the gate valve on July 21, 2026, allowing water to begin impounding upstream of the structure. Officials say the lake will take several weeks to reach normal levels, though recent rainfall patterns could shorten that timeline.
