WHITEVILLE, NC: Whiteville City Council will hold a public hearing tonight on a proposal to annex roughly 131 acres along Quail Drive and U.S. 701 Business, a move that could open the door for future residential and commercial development on the city’s northern edge. The hearing begins at 6:30 p.m. at City Hall.
The request comes from AMC II, LLC, which purchased the 130.97‑acre tract in 2025 and petitioned the city for voluntary contiguous annexation. The land sits at the intersection of Quail Drive and James B. White Highway, currently within the city’s ETJ and zoned RA‑20. The applicant is seeking future rezoning to R‑6 and B‑3, according to the annexation application.
Council previously instructed staff to certify the petition and scheduled tonight’s hearing during its Feb. 24 meeting. The agenda notes that the property is a single contiguous parcel and includes a detailed metes‑and‑bounds description and subdivision plat prepared in late 2025.
Following the hearing, council is expected to take up Ordinance 2026‑O‑100, which would formally extend the city limits to include the tract. Staff is recommending approval. If adopted, the annexation would take effect immediately and the property would become subject to city taxes, ordinances, and services.
Tonight’s meeting also includes presentations on West Whiteville community concerns, an ecological landscape initiative, a fourth amendment to the city’s position/classification plan, and several budget amendments. Council will also receive the city’s financial forecast analysis and February departmental reports.
