WHITEVILLE, NC — A storm water retention chamber is being installed James Street at Washington Street in uptown Whiteville as part of site development for the new Dollar General store, according to the City of Whiteville. The project is being completed in compliance with the Whiteville Storm Water Ordinance, which governs how new construction must manage runoff.

City officials describe the chamber as an underground system designed to capture excess rainwater and allow it to slowly seep into the ground. Unlike traditional above‑ground retention ponds, the chamber uses a buried network of arched structures set in a bed of crushed stone. The design saves space while helping prevent localized flooding and filtering pollutants before they reach nearby waterways.

During rainfall, runoff from parking areas, rooftops, and surrounding pavement flows through drains and pipes into the chamber network. The arched chambers, which do not have solid bottoms, temporarily hold the water as it spreads through the stone bed and gradually infiltrates the soil. When storms produce more water than the soil can absorb at once, the system stores the excess and releases it downstream at a controlled rate through an outlet pipe or flow‑control structure.

City officials say the installation is part of ongoing efforts to modernize storm water management in uptown Whiteville and reduce strain on local streams during heavy rain events.
