Infrastructure & Regulation Committee to Review Stormwater, Parks, Zoning Items June 10

Meeting begins 9:00 a.m. at the Horry County Government & Justice Center in Conway

Conway, SC — The Horry County Infrastructure & Regulation Committee will meet Wednesday, June 10, 2026, at 9:00 a.m. at the Horry County Government & Justice Center, Multipurpose Rooms B/C, located at 1301 Second Avenue in Conway. The meeting is open to the public, with a public input period scheduled near the start of the agenda.

Committee members will review and approve the meeting agenda and minutes from April 14 before moving into several discussion items. Presentations include a Stormwater Capital Improvement Plan update from Brandon Wagner, a Parks and Recreation Department overview from Ray Dunham, and an acknowledgment of the Horry County Historic Preservation Commission for maintaining its Certified Local Government status. Heather Davis will also brief the committee on short‑term rental regulations.

A series of resolutions will be considered, including the allocation of Tree Mitigation Funds for beautification efforts in Carolina Forest, an allocation of Council Community Benefit Funds, and a resolution designating July as Parks and Recreation Month. Additional resolutions include an amendment to the Planning and Zoning Fee Schedule and the acceptance of approximately six acres in Forestbrook for the creation of the R. Grant and Elizabeth G. Singleton Memorial Park.

Ordinances on the agenda include a proposed quit‑claim deed release for a spoil easement on property owned by Chris Manning Builders, a lease agreement with the S.C. Department of Motor Vehicles for office space at the Ralph Ellis Complex, and amendments to county code sections related to development agreements and the Zoning Board of Appeals.

Departmental reports from Code Enforcement, Fleet, Parks and Recreation, Planning and Zoning, Stormwater, Airport, and Solid Waste are included as informational attachments.

The next Infrastructure & Regulation Committee meeting is scheduled for Tuesday, August 11, 2026, at 9:00 a.m.
