LELAND, NC – For residents in the growing Leland area, reporting a pothole or requesting street maintenance isn’t always as simple as calling Town Hall. According to local officials, road responsibility is a patchwork of jurisdictions involving the Town of Leland, the North Carolina Department of Transportation (NCDOT), and private entities.
To help citizens navigate this complexity, the Town has released a guide and an interactive maintenance map to ensure concerns reach the right hands.
Understanding the Jurisdictions
The responsibility for a road often depends on its size and location. 
Maintenance duties are generally split as follows:
- The Town of Leland: This entity generally maintains neighborhood residential streets.
- NCDOT: The state maintains larger thoroughfares including Highway 17, Highway 74/76, and Highway 133.
- Major Local Roads: The NCDOT also oversees Village Road, Lanvale Road, and Old Fayetteville Road.
- Private Owners and HOAs: Many neighborhood streets are privately owned and are the sole responsibility of Homeowners Associations (HOAs) or private individuals.
